The chat window is divided into two sections. The blue area on top is the PUBLIC section and the white area below is the PRIVATE section. The bottom row of the chat window has two areas. The little box on the left is the "command box" and the larger area to the right of that is the "input box".
When you first bring up the chat window the word "say" appears in the command box. Say is the command to send a message to the public chat area. Type a message in the input box, hit enter and your message will appear in the public chat area. If you click the arrow in the command box a menu will drop down with a blank line, the word "say", and the word "tell". Tell is the command to send a message to the private chat area. Since private chat is private you will need to select someone to send a message to. With the word tell in the command box type the username of your message recipient in the input box followed by a message. This message will appear only in the private chat box of the recipient. If you select the blank line from the command box menu and type the word "help" in the input box a menu of commands will appear in the private chat area or you can /help when "say" is in the command box.
